About Zebulon and Its Homes
Zebulon was laid out in 1906 by the Zebulon Land Company beside the new Raleigh and Pamlico Sound Railroad, after nearby Wakefield turned the line away, and it was incorporated in 1907. Its street grid runs from early houses by the tracks to 1950s ranches farther north.
Zebulon, in Wake County, grew from 7,038 people in 2020 to 11,933 in 2025 (Census Bureau estimates), on 6.08 square miles.
Zebulon has about 3,500 housing units, 1 percent of Wake County's; about 63 percent of the town's households own their home.

Zebulon Homes and Their Attics
Wakelon Heights Ranches and Their Chimneys
North of downtown, toward the Wakelon School, the land was platted in 1954 as Wakelon Heights, on the same grid as the older town and with large lots. The 2022 Zebulon Historic District nomination finds this northern section dominated by ranch houses, and entry after entry in its inventory notes an interior brick chimney. Each of those stacks rises through a ceiling into the attic and can leave an open ring around itself. ENERGY STAR's method for that ring is a strip of thin aluminum sealed in with high-temperature caulk, rather than any foam. A bent metal shield then keeps loose fill 2 inches off the masonry.
Early Houses Near the Railroad Tracks
Zebulon's oldest houses stand in the southern part of the district, close to the tracks, on the first lots the land company sold, which tend to be narrower. They include Queen Anne, Colonial Revival and Craftsman houses, among them the 1914 Barbee House, the town's only brick Craftsman foursquare. The nomination notes that additions are common across the district, usually set against a side or rear wall. Each back room or wing with a roof of its own may cover a small, separate attic. We find each one, so the whole house ends up evenly covered.
Attic Insulation in Zebulon
Some 12 percent of Zebulon's homes predate 1970; if your joists show above the insulation, ENERGY STAR says to add more insulation.
In 2010 or later, about 40 percent of Zebulon homes went up; check their air sealing as well as the depth.
The Local Climate
Zebulon's center sits about 320 feet above sea level, 15 miles from NOAA's Clayton Water Plant station, the best match for Zebulon. The station's 1991 to 2020 normals average about 3,390 heating and 1,580 cooling degree days a year, so at Zebulon's station, heating needs outweigh cooling.
Homes by Age: What It Means for the Attic
About 73 percent of Zebulon housing units are detached single-family houses.
Built from 1970 to 1989, about 25 percent of Zebulon homes may hold settled fiberglass; check its depth against the joists.
About 25 percent of Zebulon's housing units predate 1980; nearly all predate the state's 1978 insulation rule too.

Zebulon Insulation FAQs
Will being inside the Zebulon Historic District restrict my attic project?
No. The district was added to the National Register in 2022 and takes in most of Zebulon's older buildings, from 1906 to 1971. A Register listing is recognition. The state preservation office confirms it sets no conditions on an owner who fixes up a house at private expense. No Zebulon commission appears on the state's 2023 roster. Nothing we do in an attic touches the outside of the house. A designated local landmark is different: there, outside changes like added roof vents would need approval first.
Our ranch looks just like its neighbors on East Lee Street. Will the attic match too?
Not necessarily. The 2018 county survey recorded 19 ranch houses on East Lee, North Lee and East Franklin Streets on one form because they were so alike. Decades of different owners can undo that sameness: one attic gains an extra layer, another loses some to a new light or a roof repair. ENERGY STAR asks for a level layer without thin patches. So the crew measures your attic in several places on install day, whatever the house next door holds.
Does attic insulation in Zebulon need a permit?
Zebulon Town Hall can say whether Wake County Permits and Inspections, the town itself or another office handles permits in Zebulon; ask before work starts.
