About Woodfin and Its Homes
Woodfin became a town in 1971, on the French Broad River northwest of Asheville. Its oldest corner is Craggy, a railroad stop from 1904 whose builders turned to concrete block after the 1916 flood.
Woodfin, in Buncombe County, grew from 7,982 people in 2020 to 8,229 in 2025 (Census Bureau estimates), on 9.19 square miles. That makes Woodfin the third-largest town in Buncombe County.
Woodfin has about 4,000 housing units, 3 percent of Buncombe County's; about 54 percent of the town's households own their home. Only about 3,000 of those 4,000 units were someone's usual home in the Census Bureau's 2020 to 2024 survey; the heating and owner figures on this page describe those 3,000.

Woodfin Homes and Their Attics
Concrete Block Houses at Craggy Station
The Craggy Historic District, added to the National Register in 2023, is a tight cluster of buildings that grew around a depot opened in 1904. The 1916 flood carried off two bridges and the wooden depot, and the nomination says that made concrete block a practical choice for housing. Its one house, built about 1917 as a two-level duplex, is two stories of rockface block under a hipped roof, and its interior chimneys were later taken down. Where a chimney has been removed from an old house, the hole it left in the ceiling has to be closed solidly before any insulation goes over it. Plugging the big openings first is the first step ENERGY STAR gives for any attic.
Newer Houses and Rooms Over the Garage
The housing figures on this page make it plain that most homes in Woodfin were built in 1970 or later. In a newer house, a bedroom or bonus room built over the garage deserves its own look. Federal Building America guidance calls for air sealing the floor between a garage and the rooms above it. The insulation under that floor should touch the subfloor, with no gap left. We also insulate garages, so we look at that floor as well as the attic over the room.
Attic Insulation in Woodfin
Some 22 percent of Woodfin's homes predate 1970; if your joists show above the insulation, ENERGY STAR says to add more insulation.
From 1990 to 2009, about 35 percent of Woodfin homes were built to codes below ENERGY STAR's target; check their eaves, where ENERGY STAR says insulation is often thinnest.
The Local Climate
Woodfin's center sits about 2,120 feet above sea level, 3 miles from NOAA's Asheville station, the best match for Woodfin. The station's 1991 to 2020 normals average about 3,880 heating and 1,090 cooling degree days a year, so at Woodfin's station, heating needs outweigh cooling.
Readings change over short distances around Woodfin: NOAA's Bent Creek station, 9 miles away, averages about 4,590 heating degree days.
Homes by Age: What It Means for the Attic
About 60 percent of Woodfin housing units are detached single-family houses.
In 2010 or later, about 30 percent of Woodfin homes went up; check their air sealing as well as the depth.
About 30 percent of Woodfin's housing units predate 1980; nearly all predate the state's 1978 insulation rule too. About 30 percent of Woodfin units sit in buildings of two or more homes, where the attic is often shared.

Woodfin Insulation FAQs
Does the Craggy Historic District limit attic work on a Woodfin house?
Not for attic work, and it covers very few buildings. The district, listed in 2023, takes in a grain mill, a lodge hall, a store, one house and the old depot platform. According to the state preservation office, an owner spending private funds on a listed building faces no limits from the listing itself. No preservation commission for Woodfin appears on the state's 2023 roster either. Insulation and air sealing happen inside, but ask the town before adding any new roof vents.
My Woodfin house is fairly new. Wasn't its attic insulated when it was built?
Most likely, yes. Under state law, a house started in 1978 or later could not be lived in until it was shown to meet the state's insulation standards, wherever the local government enforced them. That is a starting point, not a finished job. ENERGY STAR asks for an even layer with no low spots, and later work in an attic can push insulation aside. So we measure in several places, edges included, not only near the hatch.
Does attic insulation in Woodfin need a permit?
Woodfin Town Hall can say whether Buncombe County Permits & Inspections, the town itself or another office handles permits in Woodfin; ask before work starts.
