About Webster and Its Homes
Webster, incorporated in 1859 and named for Daniel Webster, was the Jackson County seat until 1913. The railroad of the 1880s went through Sylva instead, so the old seat stayed a village, and its listed houses span roughly 1850 to 1910.
Webster, in Jackson County, grew from 373 people in 2020 to 387 in 2025 (Census Bureau estimates), on 1 square mile. That makes Webster the second-largest town in Jackson County.
Webster has about 190 housing units, 1 percent of Jackson County's; about 67 percent of the town's households own their home.

Webster Homes and Their Attics
Webster Houses That Grew in Stages
Several of the town's National Register houses were built in more than one campaign. One started as a story-and-a-half plank house of about 1850, and in 1892 a two-story I-house went up across its front. Its nomination says that T-shaped plan was copied by frame houses built later in town and nearby. The 1886 house of a Main Street lawyer has a one-story rear ell, a side room added before 1920 and a back porch closed in for a kitchen. Each part built at a different time can hide its own small attic, with its own framing, access and depth. We open and measure every one, then level the insulation so no section is left short.
Attic Insulation in Webster
If the joists show above the insulation in a Webster attic, ENERGY STAR says to add more insulation.
Built from 1970 to 1989, about 30 percent of Webster homes may hold settled fiberglass; check its depth against the joists.
The Local Climate
Webster's center sits about 2,150 feet above sea level, 4 miles from NOAA's Cullowhee station, the best match for Webster. The station's 1991 to 2020 normals average about 4,130 heating and 900 cooling degree days a year, so at Webster's station, heating needs outweigh cooling.
Homes by Age: What It Means for the Attic
About 83 percent of Webster housing units are detached single-family houses. With about 190 housing units in Webster, read the figures as rough proportions.
From 1990 to 2009, about 30 percent of Webster homes were built to codes below ENERGY STAR's target; check their eaves, where ENERGY STAR says insulation is often thinnest.

Webster Insulation FAQs
Webster was the county seat until 1913. Is my old house on a historic register?
Only if it is one of the few listed one by one. The town has no historic district. The state's National Register list shows six separate listings in town, three houses, two churches and the old rock schoolhouse, all added in 1989 and 1990. Even for those, the state preservation office says a listing puts no restriction on private owners using their own money. The 2023 list of commissions names one for Jackson County and none for the town itself. And an attic job stays inside the walls anyway.
What happens to the old brick chimney when my Webster attic is insulated?
That depends on where the chimney runs. The 1990 nomination for the 1886 lawyer's house describes an interior brick chimney. A chimney like that rises through the ceiling and the attic and leaves an open ring at the attic floor. ENERGY STAR calls for closing that ring with aluminum flashing sealed by heat-rated caulk, with no foam. A metal collar or dam then keeps loose fill off the brick. For masonry, the clearance most codes set is 2 inches. An end chimney standing outside the wall stays clear of the attic floor and needs none of that.
Does attic insulation in Webster need a permit?
Webster Town Hall can say whether Jackson County Building & Fire Permits, the town itself or another office handles permits in Webster; ask before work starts.
