Proctorville Homes and Their Attics
Four Blocks Beside a Vanished Railroad
The 2009 nomination for the Surles Memorial Library retells how the town began. Ten acres along the Carolina and Northern right of way were split into four blocks in 1899, and lots were advertised again in 1907. The tracks were pulled up around 1930. A 1948 newspaper account it quotes calls Proctorville a farm trading center, with a cotton gin at work from 1928 on, that never grew much. If your house dates from those first decades, an electrician should look for knob-and-tube wiring before insulation goes in. ENERGY STAR flags wiring of that kind, from before 1930, as a fire hazard if insulation ends up heaped around it, so live runs are left bare.

The Local Climate
Proctorville's center sits about 110 feet above sea level, 6 miles from NOAA's Lumber River State Park station, the best match for Proctorville. The station's 1991 to 2020 normals average about 2,930 heating and 1,720 cooling degree days a year, so at Proctorville's station, heating needs outweigh cooling. Readings change over short distances around Proctorville: NOAA's Lumberton Municipal Airport station, 9 miles away, averages about 2,610 heating degree days.

Proctorville Insulation FAQs
Proctorville's old library is on the National Register. Are nearby houses included too?
No. Its 2009 listing takes in a single building, the 1951 brick library, and its small lot. Nothing nearby was listed with it. The State Historic Preservation Office adds that being on the Register does not stop an owner from changing a property with their own money. Robeson County has no entry at all on the office's 2023 roster of commission staff, so outside changes here face no district review.
The old insulation in my Proctorville attic has dark streaks. What causes that?
Usually because air is moving through it. ENERGY STAR reads darkened, dirty insulation as dust left behind by house air slipping up through hidden gaps, around wires, pipes, flues and the tops of walls. We find and seal those gaps first. The old insulation is generally fine to leave in place once the leak is closed. A house in a town laid out in 1899 can have many decades of holes drilled through its ceiling.
Does attic insulation in Proctorville need a permit?
Proctorville Town Hall can say whether Robeson County Community Development, the town itself or another office handles permits in Proctorville; ask before work starts.
