Attic insulation in PantegoBelhaven grew where Pantego Creek meets the Pungo River, a fishing and farming settlement called Jack's Neck that lumber mills and a railroad turned into a mill town around its 1899 incorporation. Its houses run from lumbermen's homes on Water Street to small frame houses built for mill workers.
Belhaven, in Beaufort County, grew from 1,413 people in 2020 to 1,414 in 2025 (Census Bureau estimates), on 1.59 square miles. That makes Belhaven the second-largest town in Beaufort County.
Belhaven has about 950 housing units, 4 percent of Beaufort County's; about 53 percent of the town's households own their home.

The 2009 county survey reads Belhaven's lumber years in its streets. Timber and railroad men built the large houses on Water Street. Teachers, factory managers, boat captains and merchants had more modest homes on East Main Street, and north of it the houses turn to plain one- and two-story I-houses and front-gable forms. Between Railroad Street and the bypass are the small frame houses of mill workers. The survey ties these streets to a lumber boom that began in 1898 and was largely over by the middle of the century. In a house from those decades the wiring comes first. Wiring from before 1930 may be knob-and-tube, which ENERGY STAR flags as a fire danger when buried in insulation. An electrician checks it, and a live run is never covered.
Belhaven sits low beside the water, and big storms have found it often. Hurricanes Connie, Hazel and Diane hit the town in 1954 and 1955. In 1996 Bertha flooded it in July, the surge from Fran brought a second flood in September, and Tropical Storm Josephine followed with heavy rain. Floodwater is a matter for floors and walls. Up in the attic, storm damage shows another way: insulation under the roof deck that is damp or matted, or carries water stains. To ENERGY STAR, damp insulation means the roof leaks. So the roof gets fixed before anything else, and only then do we vacuum the soggy insulation out and blow in new.
About 50 percent of Belhaven's homes predate 1970; if your joists show above the insulation, ENERGY STAR says to add more insulation.
From 1990 to 2009, about 30 percent of Belhaven homes were built to codes below ENERGY STAR's target; check their eaves, where ENERGY STAR says insulation is often thinnest.
Belhaven's center sits near sea level, 3 miles from NOAA's Belhaven 3 NE station, the best match for Belhaven. The station's 1991 to 2020 normals average about 2,920 heating and 1,720 cooling degree days a year, so at Belhaven's station, heating needs outweigh cooling.
Readings change over short distances around Belhaven: NOAA's Aurora 6 N station, 14 miles away, averages about 2,600 heating degree days.
About 60 percent of Belhaven housing units are detached single-family houses, 22 percent mobile homes.
Built from 1940 to 1969, about 30 percent of Belhaven homes often have little insulation.
About 60 percent of Belhaven's housing units predate 1980; nearly all predate the state's 1978 insulation rule too.
In Belhaven, about 45 percent of homes heat with electricity; forced air, electric or gas, moves through ducts.
Air sealing comes first, as the EPA advises: wire and pipe holes, wall tops and soffits.
Belhaven, an ElectriCities public power town, runs its own electric system. For gas, Belhaven is in the Beaufort County franchise of Piedmont Natural Gas, whose mains may not reach every street in Belhaven. Bottled or tank gas, bought by the delivery, heats about 44 percent of homes in Belhaven.
Program to ask about in Belhaven: ElectriCities energy audits (the town's electric system), home energy audits for member-town customers; ask the town's utility office. Before a job in Belhaven, check its current terms; the Beaufort County page lists every program.
In a Belhaven attic, only wet, moldy or animal-soiled insulation is vacuumed out (ENERGY STAR's test), once the cause is fixed, and after mice that Belhaven attic is sanitized and deodorized; dry, clean insulation stays.

Attic insulation in Washington ParkThere is no record that they did, and nothing required it. The county survey notes that it is not known how many of the mill workers' houses the lumber companies built or ran. Either way, they date from long before 1978, when North Carolina began tying new homes to insulation standards. Whatever is up there gets measured with you before a single bag is opened.
No, because it holds stores, not houses. The Belhaven Commercial Historic District, listed in 2015, is a small group of brick commercial buildings on Pamlico Street and East Main Street. A larger district that took in homes was found eligible in 1995, but the 2009 survey judged that raised foundations and other changes had cost it that standing. No local preservation commission is listed for Belhaven in the state's 2023 roster either.
It could: about 45 percent of Belhaven's homes predate 1960. If a Belhaven attic holds a pebble-like gray-brown or silver-gold fill, leave it undisturbed: the EPA says vermiculite may contain asbestos.
