About Atlantic Beach and Its Homes

Atlantic Beach, on the east end of Bogue Banks, was incorporated in 1937 around The Circle, a resort of pavilion, boardwalk and gridded cottage streets laid out in 1934. Summer cottages came first, and motels, duplexes, mobile homes and condominiums followed after the war.

Atlantic Beach, in Carteret County, grew from 1,373 people in 2020 to 1,408 in 2025 (Census Bureau estimates), on 2.38 square miles.

Atlantic Beach has about 5,200 housing units, 10 percent of Carteret County's; 62 percent of the town's households own their home. Only about 920 of those 5,200 units were someone's usual home in the Census Bureau's 2020 to 2024 survey; the heating and owner figures on this page describe those 920.

Atlantic Beach Homes and Their Attics

Summer Cottages Beside The Circle

In the 1930s, merchants and farmers from Greenville, Goldsboro, Kinston, Tarboro and Wilson bought lots on the blocks around The Circle and built summer cottages. The 2012 county survey describes two-story frame houses behind the dunes, some shaped like farmhouses and others a side-gabled Craftsman form two rooms deep. One it documents has a one-story kitchen and dining wing at the back. A house built for summer may never have been insulated for winter, which is why the crew opens the attic with you before work starts. A rear wing under its own roof can hide a second attic. We measure both, and the new layer goes in level across each, not piled in the middle.

Duplexes, Mobile Homes and Condominiums

From the postwar years through the 1990s the town spread west to the Pine Knoll Shores line and east to Fort Macon State Park. The town's land use plan says many cottages gave way to duplexes and mobile homes, while condominiums went up through the 1970s, 1980s and 1990s for retirees and seasonal renters. The housing figures on this page agree that the bulk of the town's homes date from 1970 on. Whatever the building, the bath fan, the kitchen hood and the dryer should all vent outdoors. ENERGY STAR flags any of them that blows into the attic as a problem to fix before insulating.

Attic Insulation in Atlantic Beach

Some 17 percent of Atlantic Beach's homes predate 1970; if your joists show above the insulation, ENERGY STAR says to add more insulation.

Built from 1970 to 1989, about 55 percent of Atlantic Beach homes may hold settled fiberglass; check its depth against the joists.

The Local Climate

Atlantic Beach's center sits near sea level, 2 miles from NOAA's Morehead City 2 WNW station, the best match for Atlantic Beach. The station's 1991 to 2020 normals average about 2,480 heating and 1,850 cooling degree days a year, so Atlantic Beach attics work in both seasons.

The state energy code marks Carteret County warm and humid.

Homes by Age: What It Means for the Attic

Some 33 percent of Atlantic Beach housing units are detached single-family houses, 18 percent mobile homes.

From 1990 to 2009, 21 percent of Atlantic Beach homes were built to codes below ENERGY STAR's target; check their eaves, where ENERGY STAR says insulation is often thinnest.

About 38 percent of Atlantic Beach's housing units predate 1980; nearly all predate the state's 1978 insulation rule too. About 45 percent of Atlantic Beach units sit in buildings of two or more homes, where the attic is often shared.

Atlantic Beach Insulation FAQs

After a hurricane, how do I know if water reached my Atlantic Beach attic?

Check the insulation just under the roof for damp or matted patches and water stains, and the ceilings below for new marks. This end of Bogue Banks takes hard wind. The Hurricane Center's report on Florence in 2018 logs a 91-knot gust at the Fort Macon station, and the Weather Service recorded 89 mph there during Dorian in 2019. To ENERGY STAR, wet insulation points to a roof leak. Once the roofer is done, the soaked material is vacuumed out and fresh insulation is blown in.

Is my old Atlantic Beach cottage on the National Register?

Not according to the state's list, which has no property inside the town. Fort Macon, listed in 1970, stands just outside it. Two local buildings reached the state's Study List, a step short of listing, the 2012 county survey reports. One is the 1930 pagoda-style bridge office, later moved and made into a cottage. The other is the Oceanana Motel and Fishing Pier. Even a listing puts no restriction on an owner who works with private money, and Beaufort has the only preservation commission the state names in Carteret County.

What gets checked first before insulating one of the 1930s cottages?

The wiring. Wiring of the knob-and-tube kind, common until about 1930, can turn into a fire hazard under insulation, ENERGY STAR cautions. The resort's first summer cottages went up in the 1930s, right around that cutoff, so an electrician looks over any early wiring before anything is covered. Any live run of knob-and-tube is left bare of insulation until an electrician has replaced it. Only then does the new insulation go in.

Does attic insulation in Atlantic Beach need a permit?

Atlantic Beach Town Hall can say whether Carteret County Planning & Development, the town itself or another office handles permits in Atlantic Beach; ask before work starts.
