Attic insulation in Trent WoodsRiver Bend began as River Bend Plantation, a planned community laid out on an old tobacco farm by the Trent River after the land was bought in 1967. The first family moved in during 1969 and the town was chartered in 1981, so the houses in its planned sections all date from 1969 or later.
River Bend, in Craven County, fell from 2,894 people in 2020 to 2,890 in 2025 (Census Bureau estimates), on 2.51 square miles. That makes River Bend the fourth-largest town in Craven County.
River Bend has about 1,600 housing units, 3 percent of Craven County's; about 86 percent of the town's households own their home. About 1,340 of those 1,600 units were someone's usual home in the Census Bureau's 2020 to 2024 survey; the heating and owner figures on this page describe those 1,340.

The town's own history, written for its tenth anniversary, says the developer spent its first five years on a golf course, a marina, canals, and paved streets with lights and underground wiring. Homes were then sold to people nearing retirement from the Northeast and Midwest, and to working and military families. Buyers chose a single-family house on its own lot or a town house in the Quarterdecks. The oldest of those homes now date back more than fifty years, and their attics are worth measuring in several spots, the edges included. ENERGY STAR notes the eaves sometimes get far less than the middle.
If the joists show above the insulation in a River Bend attic, ENERGY STAR says to add more insulation.
Built from 1970 to 1989, about 60 percent of River Bend homes may hold settled fiberglass; check its depth against the joists.
River Bend's center sits near sea level, 6 miles from NOAA's New Bern Craven County Airport station, the best match for River Bend. The station's 1991 to 2020 normals average about 2,700 heating and 1,900 cooling degree days a year, so River Bend attics work in both seasons.
Some 71 percent of River Bend housing units are detached single-family houses.
From 1990 to 2009, about 30 percent of River Bend homes were built to codes below ENERGY STAR's target; check their eaves, where ENERGY STAR says insulation is often thinnest.
About 35 percent of River Bend's housing units predate 1980; nearly all predate the state's 1978 insulation rule too.
In River Bend, about 83 percent of homes heat with electricity; where that heat is forced air, ducts often run through the attic.
Air sealing comes first, as the EPA advises: wire and pipe holes, wall tops and soffits.
Duke Energy Progress serves most of River Bend, Tideland EMC its edges; your bill says which. For gas, River Bend is in the Craven County franchise of Piedmont Natural Gas, and about 13 percent of the town's homes heat with piped gas. Duke's free House Call fits many River Bend homes: about 83 percent heat with electricity.

In a River Bend attic, only wet, moldy or animal-soiled insulation is vacuumed out (ENERGY STAR's test), once the cause is fixed, and after mice that River Bend attic is sanitized and deodorized; dry, clean insulation stays.

Attic insulation in TrentonNot about the insulation itself, which goes in from inside. The town history notes that before incorporation, River Bend had several sets of restrictive covenants but no zoning, and the town adopted zoning in 1981. If your attic needs added roof or soffit vents, that changes the outside of the house, so read your deed and any association rules before that part of the job. Air sealing and blowing in insulation stay out of sight.
No. The town grew from 1969 on, and the state preservation office's register list has no River Bend property among its Craven County entries. The only local preservation commission it names in the county, as of 2023, is New Bern's. So there is no district review here. The questions that matter are the ones about the house itself: how deep the insulation is, whether the ceiling is sealed, and whether the soffit vents are clear.
River Bend Town Hall can say whether Craven County Inspections & Permitting, the town itself or another office handles permits in River Bend; ask before work starts.
