The town's 2023 land use plan marks 1969 as the turning point. That year the Minnesott Golf and Country Club was cut from pine and oak woods and ringed with house lots, and the old day resort began turning into a place to live. Arlington Place, on the north side, joined the town in 2005. The housing numbers on this page put most houses in town at 1970 or newer. With houses that new, look at the ceiling lights from the attic side. A recessed can that is not rated IC needs insulation kept 3 inches back from it. One that carries the IC rating can be covered.
If the joists show above the insulation in a Minnesott Beach attic, ENERGY STAR says to add more insulation.

From 1990 to 2009, about 30 percent of Minnesott Beach homes were built to codes below ENERGY STAR's target; check their eaves, where ENERGY STAR says insulation is often thinnest.
About 25 percent of Minnesott Beach's housing units predate 1980; nearly all predate the state's 1978 insulation rule too.

Attic insulation in OrientalThe attic, as soon as you can get up there. The town plan describes a community made up mostly of retirees and second-home owners, and a leak in a house nobody is living in can sit unseen. During Florence in 2018, the hurricane center reports water backing up the Neuse onto shorelines in Pamlico County. Flood water stays low, yet a hurricane also blows rain in under shingles. Insulation that is damp tells you the roof let water in. Get the roof repaired, then have the ruined insulation sucked out by vacuum and new material blown in.
Very little of the resort, and no house in town is on the National Register. The town's 2023 plan cites a state survey from 1979, updated in 2022, which found the resort's dance hall, restaurant, pier and 25 cottages lost or altered. The one building it recorded, a 1950 frame apartment house, was never listed. And the state's 2023 list of local preservation boards skips Pamlico County entirely. Attic work here goes ahead without any historic review.
