About Alliance and Its Homes
Alliance grew up in the 1890s among the potato and tobacco farms of northern Pamlico County and took its name from the Farmers' Alliance movement. Its old rail stop went by West Alliance, and almost nothing is in print about the town's houses.

Alliance Insulation FAQs
Is anything here listed as historic, and is there a record of the houses?
No on both counts, as far as the state's files go. The preservation office's register of listed places has no entry for this town. Its page of county survey reports shows none for Pamlico County, and the county is missing from its 2023 commission roster too. With no published study to lean on, the attic itself is the record. So on the morning of the job, the first trip up is with you, to see how the house was framed, what insulation is there and how deep it lies.
Did older houses around Alliance have to meet a state insulation standard when new?
No. The state's insulation standard for new homes applies only to houses started on or after January 1, 1978. Anything older may hold only what owners have added since. Attics often carry a fair depth in the middle and much less out at the eaves, as ENERGY STAR points out, so that edge gets measured too. Baffles go in at the soffit vents before new insulation, so outside air keeps a clear path into the attic.
Does attic insulation in Alliance need a permit?
Alliance Town Hall can say whether Pamlico County Inspections Department, the town itself or another office handles permits in Alliance; ask before work starts.
