About Manteo and Its Homes

Manteo, the Dare County seat on the north end of Roanoke Island, was incorporated in 1899. Manteo, in Dare County, fell from 1,599 people in 2020 to 1,585 in 2025 (Census Bureau estimates), on 1.88 square miles. That makes Manteo the fifth-largest town in Dare County.

Manteo Homes and Their Attics

Roanoke Island Houses With Balloon Frames

The John T. Daniels House, built between 1897 and 1900 about a mile west of downtown, is on the National Register as an example of a house type island families built from 1880 to 1920. Its nomination describes weatherboarded houses one room deep with a two-story rear ell. It calls their 1890s forerunners balloon frame dwellings, and that matters in the attic. Most balloon-framed walls have no plate across the top. Air from the rooms can then rise inside each stud bay and spill into the attic. Before any insulation goes down, we look for those open tops along the outside walls and seal them from above.

The Local Climate

Manteo's center sits near sea level, 2 miles from NOAA's Manteo Airport station, the best match for Manteo. The station's 1991 to 2020 normals average about 2,890 heating and 1,700 cooling degree days a year, so at Manteo's station, heating needs outweigh cooling.

Manteo Insulation FAQs

Does the Manteo preservation committee have to sign off on attic insulation?

Not by the town's own description of its job. Manteo's Preservation and Architectural Review Committee reviews plans for structural additions, alterations, demolition, restoration and new construction inside the town's Historic District. Blowing insulation into an existing attic and sealing its gaps changes nothing structural or outside. Adding roof or soffit vents does change the outside, so if your attic needs more airflow, ask the town planner before that part of the job.

Several old Manteo houses are on the National Register. Does a listing limit what the owner can do?

No. Four Manteo houses are listed, among them the Creef, Meekins and Daniels houses. By the State Historic Preservation Office's account, listing does not restrict a private owner who repairs or changes a house with private money. A listing records a house's history. It is not a local rule. What it does tell you is the age of the house, and a house that old gets its attic checked with care before anything is added.

Does attic insulation in Manteo need a permit?

Manteo Town Hall can say whether Dare County Building Permits & Inspections, the town itself or another office handles permits in Manteo; ask before work starts.
