About Garland and Its Homes
Garland started about 1888 as Sloan's Crossing, a Cape Fear and Yadkin Valley Railway stop in southwestern Sampson County, and took the Garland name at its 1907 incorporation. A 1986 National Register study of the county counts it among the towns that grew in the early 1900s, adding Colonial Revival, Classical Revival and bungalow houses.
Garland, in Sampson County, grew from 603 people in 2020 to 628 in 2025 (Census Bureau estimates), on 1.08 square miles. That makes Garland the third-largest town in Sampson County.

Garland Insulation FAQs
Is my house in Garland on the National Register?
No listing sits inside the town. The two Register houses that carry the town's name, the James H. Lamb House and the Sloan House, both stand outside it. The state lists the Sloan House in the town's vicinity, and the Lamb nomination places that farm in the vicinity too. Sampson County's one local preservation commission, according to the state's 2023 roster, belongs to Clinton. So no historic designation stands between you and work in your attic.
How should an old brick chimney in a Garland attic be handled?
Keep insulation off it and seal around it with metal. If a brick flue rises through your ceiling, the opening around it is lined with thin aluminum sheet then caulked with a high-heat sealant, the way ENERGY STAR shows it. Foam is never used there. A bent metal shield then stands between the flue and the loose fill, giving the 2 inches of space codes generally want for masonry. Chimneys built against the outside of a gable end stay out of the attic and need none of this.
Does attic insulation in Garland need a permit?
Garland Town Hall can say whether Sampson County Building Inspections, the town itself or another office handles permits in Garland; ask before work starts.
