Dover Homes and Their Attics
Cottages From the Lumber Years
A 1906 industrial issue of the Kinston Free Press, which survives in a volunteer transcription, profiles Dover while its lumber mills were busy. It counts several lumber companies working the woods nearby, calls most of the town's dwellings cottages, and mentions electric street lights. A cottage from that time could have been wired early, with porcelain knobs and tubes strung through the attic. By ENERGY STAR's account, insulation heaped on that kind of pre-1930 wiring is a fire risk. An electrician inspects it first, and wire that is still in service stays clear of the new insulation.
Attic Insulation in Dover
If the joists show above the insulation in a Dover attic, ENERGY STAR says to add more insulation.
The Local Climate
Dover's center sits about 60 feet above sea level, 6 miles from NOAA's Kinston 7 SE station, the best match for Dover. The station's 1991 to 2020 normals average about 3,110 heating and 1,740 cooling degree days a year, so at Dover's station, heating needs outweigh cooling. Readings change over short distances around Dover: NOAA's Kinston Ag Research station, 10 miles away, averages about 2,500 heating degree days.

Dover Insulation FAQs
Is any house in Dover on the National Register?
No. The state's register list has nothing in or near the town. Nor do its survey records hold a county survey report for Craven, only a study of the county's historic African American churches, which never mentions this town. The one preservation commission the state lists for Craven County is New Bern's, which covers that city. So you can plan attic work on a house in town without any historic review.
Should an older Dover house get better attic airflow before more insulation?
Look at the airflow first, yes. ENERGY STAR puts an attic with little or no ventilation on its list of problems to settle before insulating. Air should come in low at the soffits and leave higher up, which in summer carries off heat and moisture. For a house from the first decades after the 1901 charter, find where its air enters and where it leaves. Any soffit vents stay open behind baffles. New vents are roof work, which we leave to a roofer.
Could the old insulation in a Dover attic be vermiculite?
It could: about 30 percent of Dover's homes predate 1960. If a Dover attic holds a pebble-like gray-brown or silver-gold fill, leave it undisturbed: the EPA says vermiculite may contain asbestos.
Does attic insulation in Dover need a permit?
Dover Town Hall can say whether Craven County Inspections & Permitting, the town itself or another office handles permits in Dover; ask before work starts.
